Frankly, I would've expected "progressive" states to have regressive taxes in abundance (mainly because they have taxes in abundance).
Living in one of the highest-taxed locales myself (Westchester County in NY), I know the taxes are often used as a barrier to entry. The taxes hit people hard, and then they try to be beneficient on benefits side... but that can be difficult for many people to navigate.
